BY DOUG GRAHAM | Staff writer Hundreds of foreign nationals — many from India — paid an Oakdale business owner thousands of dollars in a scheme to help them obtain special visas to remain in the U.S., according to federal investigators. The man would then pay $5,000 to a law enforcement agent to forge a police report listing the applicant as a victim or a witness to a crime, which was included with an application for a "U nonimmigrant status visa," which are designed to protect victims or witnesses of certain crimes, investigators claim. The scheme had allegedly been in operation since 2015 in Rapides and Allen parishes. Investigators claim Oakdale Police Chief Chad Doyle, Forest Hill Police Chief Glynn Dixon, former Glenmora Police Chief Tebo Onishea, and Oakdale Ward 5 Marshal Michael "Freck" Slaney worked with the businessman to create the false documents. At the end of a meeting that ran late into the night on Tuesday, the Livingston Parish Library Board of Control, at the behest of Parish President Randy Delatte, voted to oust the library system’s director.
