A couple of years ago, a church leader noted that his project to build a policies-and-procedures manual for his church was already 28 pages long—and quickly counting.

It prompted him to ask: Should churches combine policies and procedures into one manual or separate ones? And what’s the best way to determine when something should be a policy or a procedure?
