Itaipu : Puissance hydroélectrique et l'avenir incertain du Paraguay

La centrale hydroélectrique d'Itaipu, située à la frontière entre le Brésil et le Paraguay, est l'une des plus grandes au monde. Issue du traité d'Itaipu de 1973, elle exploite le potentiel du fleuve Paraná. Aujourd'hui, elle incarne une coopération inégale entre les deux pays, plaçant le Paraguay dans une position de dépendance qui restreint l'autonomie de ses ressources face à la puissance brésilienne, tout en étant confrontée à des défis énergétiques.

Depuis 2024, la production énergétique du barrage hydroélectrique baisse drastiquement. Le bassin du fleuve Paraná fait face à des conditions de sécheresse sévères, entraînant des niveaux d’eau extrêmement bas dans le réservoir d’Itaipu, ce qui provoque des périodes prolongées durant lesquelles sa capacité est largement inférieure à la normale. Le changement climatique constitue le principal facteur déclencheur de ces altérations, les fluctuations météorologiques affectant les ressources en eau à l'échelle du continent. Par ailleurs, le Brésil exerce une domination économique et énergétique sur le Paraguay via la gestion du barrage d'Itaipu. Le traité de 1973 accorde au Brésil 93 % de l'énergie produite à un prix avantageux grâce à une clause lui permettant d'acheter l'excédent énergétique du Paraguay, limitant l'accès de ce dernier à ses ressources. De plus, les négociations opaques sur les prix et la cession d'électricité empêchent le pays de définir un modèle de développement autonome.

Néanmoins, Santiago Peña, président du Paraguay, voit dans le surplus énergétique un levier stratégique pour développer l'IA et attirer des entreprises technologiques, en profitant du faible coût de l'énergie. Cependant, ses projets pourraient être freinés par les défis liés au changement climatique et à la domination du Brésil sur la gestion énergétique.
