In today's edition, good news for the Obama administration: Chief Justice John G. Roberts Jr. refused to block an Environmental Protection Agency regulation limiting emissions of mercury and other toxic pollutants from coal-fired power plants. And there is no denying any more: February was Earth’s warmest month in the satellite record. Finally, in the Power section, Brazil's clean-energy boom is running out of steam, as the slumping economy dries up credit, curbs power demand and threatens new transmission lines needed to connect projects to the grid.
