Cleveland Mayor Justin Bibb today will introduce an innovative (well, new to Cleveland, at least) plan to City Council for how our downtown waterfronts can finally be transformed. These are the grand lakefront and riverfront visions endless leaders have talked to us about for decades that would revamp the Shoreway, add sparkly new entertainment, apartments and parks, and connect downtown and North Coast Harbor through a “land bridge.” To pay for it, Bibb wants to utilize a tool that cities like Columbus and Cincinnati have taken advantage of for decades. In a nutshell, the city would get a portion of rising property taxes. The stakes are sky high for Bibb, developers and residents who have been clamoring for the city to find a way to deliver on a spectacular lakefront district. — Kristen Davis |

Downtown waterfronts: Cleveland Mayor Justin Bibb is introducing legislation for a massive program of tax-increment financing on a scale never before tried in the city, Steven Litt writes. His immediate goal is to transform the city’s underused, remote and often unsightly downtown waterfronts, but Bibb also has bigger things in mind. Transgender surgery: Ohio Gov. Mike DeWine signed an emergency order banning minors with gender dysphoria from getting surgeries, Laura Hancock reports. DeWine's announcement comes after he vetoed a bill that would ban all gender-affirming medical treatments of minors that included hormones, puberty blockers and surgeries. Today in Ohio: A newly released study by Bowling Green State University and the Ohio Attorney General’s Office suggests the gun crime rate in the state’s largest cities has dropped since Ohio began allowing citizens to carry concealed weapons without a permit in 2022. Young sentencing: Former Ohio Rep. Bob Young was sentenced Friday to two years of probation for hitting his wife and violating a protection order that sought to shield him from his family, Molly Walsh reports. Young, a Republican from Green, was convicted of domestic violence in Barberton Municipal Court on Oct. 24 after being accused of striking his wife, Tina, at his home in July. The incident prompted him to resign from the Ohio House. Social media: An organization with members that include Facebook, Instagram, Nextdoor, Pinterest, Threads, X (formerly Twitter) and YouTube is suing Ohio in federal court over new requirements that children under age 16 get their parent’s consent to open social media accounts, Laura Hancock reports. Legislative productivity: Last year marked the least-productive year in terms of passing laws from the Ohio General Assembly at least since Dwight D. Eisenhower served in the White House, Jake Zuckerman reports. Auto unions: U.S. Sen. Sherrod Brown on Thursday joined a group of his Democratic colleagues in a letter that urges 13 non-unionized automakers not to block efforts by the United Auto Workers union to organize at their manufacturing plants, Sabrina Eaton reports. |

Lead poisoning: The city of Cleveland has won a $4.9 million state grant to tackle one of the most pervasive sources of lead poisoning among children: old windows and doors tainted with lead paint, Courtney Astolfi reports. |

Fairview Hospital: Cleveland Clinic Fairview Hospital is nearing the start of a $150 million construction project, one that will be tricky to pull off given the tightly built campus near Kamm’s Corners and bordering the Cleveland Metroparks’ Rocky River Reservation, Julie Washington writes. Pilot deal: Pilot Corp. has reached a settlement with Berkshire Hathaway Inc., bringing an end to a dispute over the valuation of the truck stop chain founded by Browns owner Jimmy Haslam, Cliff Pinckard reports. Obesity drug: A new study funded by the National Institutes of Health has found that the drug semaglutide, a medication marketed under the brand name Wegovy for obesity or Ozempic for type 2 diabetes, is associated with a lower risk of self-harm and suicidal thoughts compared to other medications, Gretchen Cuda Kroen reports. Women's stress: A recent study from Massachusetts General Hospital and Brigham and Women’s Hospital researchers suggests that mothers who reported being stressed prior to conception were at risk of higher blood glucose levels, especially those using artificial insemination and women of higher socioeconomic status, Julie Washington reports. Bernie Kosar: Legendary Browns quarterback Bernie Kosar has launched a new patented coffee blend, designed by the Youngstown native to boost immunity, protect against chronic diseases and strengthen heart health, Peter Chakerian reports. |

Pediatrician charged: A former pediatrician at a Beachwood clinic pleaded not guilty this week to rape and other charges that accuse him of sexually abusing two children during exams, Cory Shaffer reports. Jan Kriwinsky, 67, of Moreland Hills, faces one count of each of rape and sexual battery, as well as two counts of gross sexual imposition. Teen arrested: The Northern Ohio Violent Fugitive Task Force arrested a 16-year-old boy accused of fatally shooting a 14-year-old in November in Cleveland, Kaylee Remington reports. The suspect was arrested in Parma. Illegal search: An appeals court has thrown out a man’s felony drug conviction after finding that a Strongsville police officer illegally searched his car during a traffic stop, Cory Shaffer reports. Guns recovered: Cuyahoga County sheriff’s deputies have recovered more than 100 firearms while patrolling downtown Cleveland, a move that began last summer to stem violence in the city, Olivia Mitchell reports. Akron police: An Akron police officer acquitted of theft charges related to his service in the Ohio National Guard has sued the city, arguing that his prosecution came in retaliation for reporting racial discrimination in the police department, Adam Ferrise reports. Fatal shooting: A Bedford man was fatally shot inside of a vehicle Thursday in Cleveland Heights, Olivia Mitchell reports. Kia stolen: Reporter Molly Walsh, who has chronicled the rise of the Kia Boyz and the spike in car thefts in Cleveland, had her own Kia stolen in Ohio City on Dec. 30.
