Thus questions about both justice and accountability for juvenile offenders will form a backdrop when trial is scheduled to begin Monday in New Orleans for three teenagers charged with carjacking and killing Linda Frickey in Mid-City. SCHOOL CLOSURES: The plan to close 10 Jefferson Parish schools has alarmed many parents, and prompted some to protest. Underlying the proposal are declining enrollment in Louisiana’s second-largest public school system and an effort to save money on aging buildings that cost more than $25 million a year just to operate.
