Livingston Parish Council quick to take aim at reining in growth

In its first meeting, the newly sworn-in Livingston Parish Council got right to the business of discussing the uproar over new housing proposals. And the assembly revealed a united council bent on holding developers to account.

Among other moves, the council introduced a proposal to extend the 160-day development moratorium passed under the previous council for 12 more months.


Caleb Chappetta, 38, was killed in October when a Baton Rouge police officer struck his car at a high rate of speed during a pursuit. His father has now filed a lawsuit against the City of Baton Rouge, former Police Chief Murphy Paul, and Officer Sharmaine Buckley.

It is the second lawsuit filed against BRPD in two months related to bystander deaths during high-speed chases.


A project is underway to extend Constantin Boulevard from Our Lady of the Lake Children’s Hospital to Bluebonnet Boulevard, creating a new connection between Bluebonnet and Essen Lane.

The improvements are part of Mayor Sharon Weston Broome’s billion-dollar “MovEBR” program.

The project has an estimated cost of $17 million and will be under construction through 2025.
