Even though Livingston Parish closes its waterways when hurricanes approach, parish leaders say nothing can be done when people wanting to ride innertubes down the Amite River want to venture out in unsafe conditions. James Finn explains that even after a death and 15 water rescues this year, local officials say their hands are tied.
