Grants struggle to prop up insurance market: Tens of millions of dollars in taxpayer-funded grants are incentivizing insurance companies to focus on Louisiana's vulnerable south, with nearly 23,000 new policies in 10 parishes hit hard by hurricanes. But policies are still expensive, and the program has not brought dramatic change to the market or done much to turn around the state's spiraling property insurance market. Sam Karlin has the story.
