Louisiana troops head to border to sit, wait

Constitution rewrite: The Legislature will consider a plan to rework the constitution in a series of hearings starting Tuesday, Tyler Bridges reports. The plan, which comes from a panel convened by Gov. Jeff Landry, would see lawmakers and 27 other delegates suggest these changes.
