Gig workers from tech companies such as Uber and Lyft would be able to get as much as 15% of their compensation in stock with a proposal made public by the Securities and Exchange Commission. SEC Chairman Jay Clayton says the proposal lets workers participate "in the growth of the companies that their efforts support," but critics say the rules favor the companies, allowing them to reap the advantages of gig employment without having to offer benefits or pay minimum wage.

A growing number of people with bachelor's degrees are returning to school for career and technical education, with about one in 12 community-college students already having earned a bachelor's degree, according to data from the American Association of Community Colleges.
