Council, mayor at odds: The City Council clashed with Mayor LaToya Cantrell's office Thursday on two fronts: It repealed an emergency declaration she filed the day before to install her choice for trash pick up in the French Quarter and overrode her veto of $20 million for Tulane University's efforts at the former Charity Hospital. Fishkill: A new report shows the commercial catching of menhaden in the Gulf of Mexico doesn't have as much impact on the populations of redfish and other species as feared.
