Healthcare charging: update New regulations for charging an estimate of treatment costs up-front for migrant patients in hospitals came into force on 23 October. In a victory for campaigners, the recently updated government guidance includes a new category of services, referred to as ‘not relevant services’, which only includes school nursing and health visiting, and which will not be chargeable. More information on the new regulations and access to health care is available in our fact sheet on secondary healthcare. CCLC and Doctors of the World will be delivering a training session on access to healthcare for migrant children, young people and families on 7 December 2017 - you can book a place here. EU derivative rights: new fact sheet The debate around EEA citizens' rights raged on this month, but there are other vulnerable individuals - many of them sole carers of British children - whose rights do not derive from an EU Directive but from case law. We have a new fact sheet on EEA derivative rights, covering Zambrano, Chen, and Ibrahim/Teixeira cases. In a fast-changing political and legal landscape, someone who has derivative rights to remain in the UK should always seek legal advice about whether there are alternative applications which they can make under the Immigration Rules. Brexit and the Repeal Bill The European Union (Withdrawal) Bill 2017-19 (formerly known as the Great Repeal Bill), the draft legislation that must be debated and passed by Parliament in order to effect Brexit, has come to a standstill at an early stage because of the number of proposed amendments put forward by MPs. Committee stage was originally scheduled to take place this week, but has had to be delayed so that the Government can consider some of the 170 pages of amendments already tabled - several of which concern children's rights. The debate is now scheduled to restart on 14 November. For up-to-date policy analysis relating to children's rights and the rights of migrant children in particular, see CCLC's policy pages here.
