Big developments in Canberra have had a long history of being contentious, and, as The Canberra Times reported 46 years ago today, the new tower for Black Mountain would have no clear path to completion. Minister for Works Les Johnson ordered a "temporary suspension of work" on the Black Mountain tower after an ACT Supreme Court decision found the authority to build the tower was not vested in the Postmaster-General.
