Good morning, Minnesota! The warmest day of the week is here! Wednesday brings the peak of this three-day January thaw with highs in the lower 30s to the upper 40s. A big pattern change is on the way starting tonight, though -- a winter storm is expected to bring plowable snow in northern Minnesota and a mix of ice, rain and snow for the rest of the state. Tim Walz's latest guidance on schools allows for elementary schools to reopen regardless of county case rates of the virus, although many teachers say it's too early to resume in-person learning. Teachers in some of Minnesota's largest districts are pushing district leaders to hold off on plans to bring students back. “I'm feeling baffled," says Angela Wilcox, a teacher at Hopkins North Junior High. She is expected to return to in-person teaching next month. "I feel like the timing of this does not make sense to me just from a data and science perspective.” Last night, the U.S. House passed a 25th Amendment resolution against President Trump, but VP Pence says he won't invoke it. Pence in a letter to Speaker Nancy Pelosi said the amendment is "not a means of punishment or usurpation," and that invoking it would "set a terrible precedent." With the vice president opposing the invocation, the House is now expected to proceed with impeachment proceedings. Trump is likely to be impeached by the House for the second time -- that would put him as the only president to have been impeached twice. And this time, the effort to remove the president from office could be bipartisan. In the wake of last week's Capitol violence, some GOP lawmakers are joining Democrats at pointing the finger at the president for using rhetoric. The House proceedings are set to begin at 8 a.m. today. Watch or listen live on MPR News. While Minnesota welcomes more vaccine becoming available to more people, “a promise to deliver isn’t delivering,” says Kris Ehresmann, the state's infectious disease director. While the federal government now calls for states to expand for the priority pool of people getting vaccinated, Minnesota officials say the feds aren't yet backing up those calls with more vaccine deliveries. States are asked to immediately expand eligibility to people 65 and older as well as people most vulnerable to the disease. About 430,000 doses have been shipped to Minnesota, and more than 150,000 Minnesotans have received at least one dose as of Tuesday.
