'The rats are ... all high': The NOPD wants to move its headquarters to a downtown office building, and on Monday, Superintendent Anne Kirkpatrick told a City Council committee why: Rampant mold, bad plumbing and marijuana-devouring rats are among the problems plaguing the department's current complex near Orleans and Broad. Missy Wilkinson has the details. Session begins: Gov. Jeff Landry opened the regular legislative session Monday, calling on lawmakers to deregulate the insurance industry, approve a convention to rewrite Louisiana's constitution and create a voucher-like program that uses public money to pay for private schools. Unlike the two recently concluded special sessions, however, Landry did not provide specifics ahead of time, saying he wants legislators to contribute their own ideas. Tyler Bridges has the story.
