Fish poop is the key ingredient to good marijuana at one Michigan grow facility From fish poop to marijuana, the circle of life bubbles and pumps through pipes and pools within the walls of a cold-looking industrial warehouse in Lansing. It’s a licensed marijuana grow, Thumb Genetics, unlike most you’ll find in the state – or nation. And most have gotten their first round of money. Counties and metro cities received the first half of funds last spring from the federal government, while the state has been dispersing the rest to smaller municipalities. So far, 96.5% of the smaller cities, townships and villages have gotten their first payment. The amounts are largely based on population size, but factors including poverty rates and housing instability are also taken into account for larger communities. With tax season looming, advocates are now concerned that a backlog of petitions could lead to wages or tax returns being garnished. “People are filing their tax refunds and because things are clogged up, for some of those people, those can be garnished,” said Lisa Ruby, a Michigan Poverty Law Program attorney. In late June, an agency mistake led to 690,000 people being retroactively deemed ineligible for payments through a federal pandemic unemployment program.
