Salem Township, a small burgh just north of Ann Arbor, was awarded $20 million in state grants the past couple years. Problem is, the rural community never asked for it. Apparently, there were enough questions behind where these grants originated and why they were authorized to get Governor Gretchen Whitmer to suspend the second $10 million payment.
