Trump's 2020 budget proposes 90 percent cut to Great Lakes funds   This is getting be an annual thing. For the third year in a row, President Donald Trump is proposing to drastically slash funding for the Great Lakes Restoration Initiative. Trump on Monday released a $4.7 trillion budget proposal for next year, which includes cutting $270 million from the $300 GLRI.
