Fifteen seconds with a Fellow

Tarcízio Silva is a Senior Mozilla Fellow in Tech Policy, and a Brazilian researcher and technologist based in São Paulo. Tarcízio focuses on platform accountability, AI and racial justice in Brazil.

Q: Brazil is introducing legislation to regulate AI. Does it go far enough to combat algorithmic racism?

A: The recently submitted bill 2338/2023 has made progress in including transparency and accountability mechanisms but still does not explicitly recognize algorithmic racism or the influence of structural oppression. During the legislative debate, I hope that we will be able to discuss topics such as the definition of unacceptable high-risk uses, such as the use of facial recognition in the public space, and how to establish enforcement of the participation of vulnerable communities in algorithmic impact assessments.
