New EU Guidance Meant to Prevent Dieselgate Repeat

In its ongoing revamp of testing procedures that followed the Volkswagen emissions-cheating scandal, the EU is replacing laboratory tests with onboard portable emissions-measurement devices allowing on-road testing.
