Justice Department special counsel Robert Mueller, in a rare public appearance Wednesday, will speak about his investigation into Russian interference in the 2016 election. He is expected to make a statement, but take no questions from reporters at the department. Mueller held no news conferences during his 22-month probe that ended in March.
