Trump is set to declare national emergency to get border wall funding, as he also prepares to sign spending bill and avoid a shutdown

President Donald Trump will sign a funding bill that will provide some money for a physical barrier along the U.S.-Mexico border and then declare a national emergency to get funding for a wall, Senate Majority Leader Mitch McConnell said Thursday.
