Improving care for people with a learning disability and autistic people

Rebecca Bauers, our Director for people with a learning disability and autistic people, has written a blog describing the impact that our work on Independent Care (Education) and Treatment Reviews (IC(E)TR) is having on people’s lives.

The Department of Health and Social Care asked us to lead on IC(E)TRs for the next 2 years. We are working jointly with NHS England for the first year before taking full responsibility in the second year.

Since beginning our IC(E)TR programme in May 2024, we’re already seeing examples of positive outcomes for people.

Among those who have had a review, we’ve seen:

  • One person successfully discharged from long-term segregation in a high-secure setting
  • A young person successfully moved to more appropriate adult services in single-person accommodation that better meets their needs
  • Another person discharged into their own accommodation in the community.

These successes demonstrate how these reviews can make real differences to people’s lives, supporting individuals to move to less restrictive environments when appropriate.

In the blog post, Rebecca shares some of the things we've learned from doing the reviews, along with what we plan for the future.

Last month, Rebecca also wrote a blog giving an update on an update to our position on reducing restrictive practice, particularly on the use of intubation.

New local authority assessments published

We have published new reports assessing how local authorities are meeting their responsibilities to make sure people have access to adult social care and support.

The new reports look at:

  • London Borough of Barnet
  • Bath and North East Somerset Council
  • London Borough of Ealing
  • Northumberland County Council
  • Wiltshire Council
  • Metropolitan Borough of Wirral

Each report looks at 9 areas spread across 4 themes to check how well each authority is meeting its responsibilities. Areas are given a score out of 1 to 4. A score of 1 is given when evidence shows significant shortfalls for this area, and 4 when evidence shows an exceptional standard is being met.
