Promotion commotion: Video The Times-Picayune obtained of NOPD Chief Anne Kirkpatrick's internal announcement scrapping a plan to promote higher-ranking officers has added a significant wrinkle to the highly controversial move. Missy Wilkinson has the story.
Homeless plan halted: A state district judge has put a temporary hold on Gov. Jeff Landry's plan to move all homeless people downtown to a single location, saying people living outside can't be forced to stay in one place and must be told they are free to leave. Sophie Kasakove has the details.
