Notorious dump operator was ‘confidential source’ in East Cleveland police bribery case, filings say
George Michael Riley, whose ARCO Recycling Center caught fire in November 2017 and burned for a week, met under the watch of FBI agents the following summer with a former officer who was unemployed, then paid him and another officer in exchange for filing false police reports so Riley could commit insurance fraud, the filings say.
