This book reflects the latest political and economic changes in the European Union and its Member States. The governance of the European Defence Funds

With a budget of €7.9 billion for the period 2021-2027, the European Defence Fund should facilitate the emergence of a European technological and industrial defence base and help to increase the Union's strategic autonomy. Cooperation between the Commission, the Member States and the European Defence Agency will be crucial to its success, and the institutions will have to take into account the challenges facing industry. This study is based on the report commissioned by the Foundation and prepared from September 2020 to February 2021 by students of Sciences Po Strasbourg, Master 2 Europe, under the direction of General Jean-Paul Thonier.

The impact of the Covid-19 pandemic on posted workers: the new posting framework

The revised Posted Workers Directive came into force as planned in July 2020, in the midst of a pandemic. According to Sachka Stefanova-Behlert and Martina Menghi, the health situation has led to intensive national inspections and a decrease in the number of postings, which creates a risk that Member States will justify national market protection measures on the grounds of public health.

Protecting checks and balances to save the rule of law

While the European democratic system is subject to hybrid threats from outside, it is being challenged from within by the current governments in Hungary and Poland and their systemic undermining of checks and balances and guarantees of political alternation, explains Eric Maurice. Independent judges and an unfettered press remain the last two bulwarks against power grabs and authoritarian temptations. The parliamentary elections reveal the extreme fragmentation of the Bulgarian political environment: the composition of the government will be difficult and the risk of instability high

Prime Minister Boïko Borissov's Citizens for the European Development of Bulgaria (GERB) party, which ran in coalition with the Union of Democratic Forces (SDS), came first in the 4 April parliamentary elections, with 26.14% of the vote. "Such a people exists", a populist party created by singer and TV presenter Slavi Trifonov, came second with 17.73%, ahead of the Socialist Party (15.02%) which lost its position as the first opposition party. Boïko Borissov, who came first for the fifth time, is expected to have problems forming a government coalition as the vast majority of other parties have indicated that they will not form an alliance with him.

Demonstrations in Belarus – Chronology of a revolution in progress


Protests continue in Belarus against the outcome of the rigged presidential election held on 9 August last year. The Parliamentary Assembly of the Council of Europe is calling for a "comprehensive" reform of the electoral system in Belarus and for the country's authorities to comply with international standards for democratic elections. To follow this crisis, the Foundation provides a chronology of events and links to European reactions and initiatives.

Meanwhile, the state of the rule of law in Poland and other Member States continues to be a concern.
