Parents help crack deadly carjacking. And a $1.3B hurricane windfall.

Carjacking arrests: Four teens have been arrested in connection with Monday’s carjacking death in Mid-City. The arrests were made after the parents of two of the teens turned them in, police said at a news conference this morning. The carjackers dragged a 73-year-old woman to her death along Bienville Street as horrified bystanders rushed to help. Here’s the latest from Jillian Kramer.


Big money: Louisiana received some unexpected, but welcomed, news on the hurricane front: a $1.3 billion – yep, with a “b” – windfall of storm recovery money. Mike Smith and Mark Ballard have all the details here.
