FAIR MARKET VALUE: For decades, chief executives of New Orleans have kept a foothold in the French Quarter in the form of a special "mayor's apartment" in the publicly owned Upper Pontalba building. But after the disclosure that Mayor LaToya Cantrell was spending hours of her day inside the Jackson Square pied-à-terre — sometimes with the police officer who serves as her bodyguard — Inspector General Ed Michel called Wednesday for the city to give up the apartment so it can be leased at fair market value.
