This year’s skilled nursing facility (SNF) proposed rule would mean big changes for SNFs under the Patient-Driven Payment Model (PDPM). This new payment model was created to replace the current payment methodology, RUG-IV, with a more simplified model intended to reduce administrative burdens and shift the focus away from volume-based care (high therapy minutes) and toward value-based care that captures more clinical complexity and takes a more holistic approach to patient care.

This is a complicated and significant shift for providers and will require operational and process changes, as well as the need for stronger skilled documentation. CMS has proposed to implement PDPM effective October 1, 2019 and SNFs could receive increased or reduced payments depending on their performance on the SNF value-based purchasing program's readmission measure as early as October 2018.
