RAPID TRANSIT: New Orleans took an early step toward its first rapid transit system on Tuesday -- not rail, but a speedy bus system that could one day connect New Orleans East, the Central Business District and Algiers.
RECORDS REFUSED: Two weeks after Port of South Louisiana commissioners voted to buy the former Avondale Shipyards site for $445 million, the public agency refuses to release documents showing how it arrived at that price.
