Prisons, once seen as a small-town jackpot, are now more burden than boon

Small towns used to see a new prison as a gold mine of job creation and local business investment. But that economic boost often does not materialize — and prisons also bring burdensome new costs. In Nebraska, that’s led to a struggle to find a town willing to host a new state lockup.
