| | | | | | | | | | Bearing in mind that Decrees 457 of 2020 and 482 of 2020, established that during the state of economic and social emergency and compulsory preventive isolation, public land transport services and cargo transport in the national territory should be guaranteed, services that are strictly necessary to prevent, mitigate and attend to the health emergency and to develop the activities described in Article 3 of the Decree. It also established the need to guarantee cargo transport, storage and logistics for import and export cargo.
