COASTAL CLIFF: In less than a decade, Louisiana’s budget for hurricane protection and coastal restoration projects will plunge from more than $1 billion a year to, at most, $200 million. TRYING FOR TECH: About 10 years ago, Louisiana began dangling financial worms in front of technology companies, hoping they would take the bait, move here and hire people into high-paying jobs. The effort has produced some success, but a review of two key incentive programs shows at least six national tech firms have failed to meet their hiring and payroll benchmarks, leaving the state to reclaim its payments and, in some cases, terminate the agreements altogether.
