Born in the Chinese province Xinjiang (or East Turkistan), Salih Hudayar came to the United States  in 2000. He studied at the University of Oklahoma and served in the U.S. Army National Guard. He founded the East Turkistan National Awakening Movement in 2017 and two years later was elected prime minister of the East Turkistan Government-in-Exile, an organization advocating the region’s political independence.
