ON THE WATERFRONT: Street work is about to start in the River District, the $1 billion-plus neighborhood of apartments, offices, shops and stores envisioned on vacant land flanking the Ernest N. Morial Convention Center in New Orleans. But 2½ years after the project developer was chosen, several of the River District’s planned attractions seem to be fizzling.
GROWTH -> GROSS: Amid a relentless population boom unabated since 1960, St. Tammany Parish today finds itself with an alarming environment and public health challenge. It could lead to new regulations and costly fixes.
MAPMAKER: Last year, the Republican-controlled Louisiana Legislature completed its decennial redistricting duties by maintaining the 5-to-1 GOP advantage in the state's six-member congressional delegation. Left-leaning groups and civil rights organizations persuaded a federal judge to reject it, however, and now she’s preparing to draw a map with two Black majority districts instead of one.
