The second of two critical turbines that power the city's pumps wasn't even operating at full capacity when it failed Saturday, causing many New Orleans neighborhoods to flood. That's the upshot of a report released by the Sewerage and Water Board on Tuesday, further amplifying criticism that people should have been warned ahead of the intense rains over the weekend.
