View in browser DECEMBER 3, 2019 Who in the White House budget office called Rudy Giuliani on an August afternoon, and what did they have to talk about for 13 minutes? House impeachment investigators were unable to answer either question in their report released Tuesday by Democrats on the Intelligence Committee. But the call — and more than a dozen others and texts between President Donald Trump's personal lawyer and White House numbers — showed up in AT&T and Verizon records obtained by the House.
It's unclear what legitimate purpose the president's personal lawyer would have to speak at length with the White House Office of Management and Budget. But the revelation is likely to fuel arguments from House Democrats that Giuliani was intimately involved in a scheme to use U.S. taxpayer dollars as leverage to advance Trump's personal political interests.

1) Sen. Kamala Harris dropped out of the Democratic presidential race on Tuesday, ending a once-promising campaign that began with an explosion of enthusiasm but fizzled quickly.
"I'm not a billionaire. I can't fund my own campaign," Harris continued. "And as the campaign has gone on, it's become harder and harder to raise the money we need to compete. In good faith, I can't tell you, my supporters and volunteers, that I have a path forward if I don't believe I do."
2) President Trump came out swinging at friends and foes at a NATO gathering Tuesday, accusing Democrats of being "unpatriotic" and calling remarks by French President Emmanuel Macron "very, very nasty."
During a series of meeting with world leaders, Trump called House Intelligence Committee Chairman Adam Schiff "a maniac" and a "deranged human being," and rattled markets by suggesting trade deal negotiations with China might not end until after the election next year.
3) A federal appeals court ruled that it would not block congressional subpoenas for President Donald Trump's financial records from Deutsche Bank and Capital One, dealing the president another legal blow.
Jay Sekulow, an attorney for Trump, said in a statement that the president's legal team is considering appealing the ruling to the Supreme Court.
