But district leaders are defending the event, saying any prayers or other religious activities were student led, not formally part of the program. A plan to put some juveniles on the grounds of Angola can move forward after a judge sided with the state in a lawsuit trying to stop the move. The judge was clear that the plan is "untenable" and could cause serious problems.
