The 90% white (100 IRE) and 18% grey (40 IRE) scope-levels of SDR BT.709 no longer apply to adjusting the exposure and highlights of the various HDR log camera gammas and new HDR formats.
As the average luminance level of HDR and SDR should not be that different, a new and more simple scope waveform scale is required. This new scale will ensure preservation of blacks and highlights, as well as artistic adjustments simultaneously for SDR and HDR.
