Shelly Simonds, the Democrat who tied with Del. David Yancey in the race for the 94th District House of Delegates, announced Wednesday that she is conceding the seat after days of uncertainty on whether she’d ask for a recount or pursue legal options after a random drawing named him the winner last week.
