The city should be well positioned to enforce the laws it put on the books, but thus far has not. Ben Myers has a look at how we got here. No flooding, no FEMA: FEMA is a regular fixture of disaster recovery in Louisiana, but the EF3 tornado that sliced through Arabi last month is different. That's due to the way FEMA was made to operate and what's required for it to swing into action. This time around, disaster victims are having to rely more on nonprofits, charitable organizations and volunteers. A voluntary evacuation for insurers? In less than two years, hurricanes Laura, Delta, Zeta and Ida generated almost as many insurance claims as Hurricane Katrina did. And just as Louisiana saw a retreat by major insurers 16 years ago, it's seeing the same thing now by many of the regional players that stepped in to take their place.
