1. Kentucky Attorney General Andy Beshear pulled off an upset Tuesday night in an apparent victory over Republican Gov. Matt Bevin in the race for Kentucky governor, NBC News projects.
Democrats also flipped both chambers of the Virginia state legislature, giving the party complete control of the commonwealth for the first time in years. In Mississippi, Lt. Gov. Tate Reeves is the apparent winner in the governor's race over Democratic state Attorney General Jim Hood on Tuesday night, according to an NBC News projection.
NBC News' Alex Seitz-Wald and Vaughn Hillyard report: President Trump couldn't save the unpopular Bevin after campaigning with him the night before the election in Lexington, Ky.
The race was competitive from the start because Bevin is one of the least popular governors in the country, according to the Morning Consult poll, due in part to a history of incendiary comments and fights over public teachers and health care. He tried to nationalize the contest and tie himself to Trump to overcome that headwind, with a closing campaign ad tying Beshear to "socialists in Washington (who) want to impeach Trump."
Republicans may begin to worry about their prospects in next year's elections if the president was unable to deliver his base in a state he won by 30 percentage points in 2016. "If I were Mitch McConnell tonight, I'd be a little concerned," Democratic strategist Steve McMahon told MSNBC's Lawrence O'Donnell.
"If you lose, they are going to say Trump suffered the greatest defeat in the history of the world," Trump had told the Bevin rally crowd on Monday. "You can't let that happen to me!"
2. Quid pro quo update: U.S. Ambassador to the European Union Gordon Sondland gave a three-page declaration to the House committees leading the impeachment inquiry into President Trump, making a significant change to his testimony last month. He said he now remembers telling a top aide to Ukrainian President Volodymyr Zelenskiy that Ukraine would not receive U.S. military assistance until it committed to investigating the 2016 election and former Vice President Joe Biden, according to a person with knowledge of Sondland's testimony.
3. 'Talk to Rudy': Rudy Giuliani was mentioned more than 430 times during House impeachment investigators' interviews with two key U.S. diplomats, transcripts released on Tuesday show, underscoring the former New York mayor's outsized role in U.S.-Ukraine policy.
Sondland and Kurt Volker, then the U.S. special representative for Ukraine, detailed Giuliani's influence in their testimonies last month.
