Legislation & Regulation
Real estate professionals in California are now required to notify home buyers of any racially restrictive covenants connected to properties, part of a broader state effort to remove these antiquated, unenforceable provisions. "This law brings awareness to the fact that the covenants are not only our legacy but that their remnants are still in practice," said Tomiquia Moss, founder of the Bay Area advocacy group All Home.

The long approval process required to build housing in the Boston area is one factor that has contributed to the prevalence of luxury developments over affordable housing. "Regulatory barriers make it riskier, longer and more expensive, which has consequences for housing affordability," said Jenny Schuetz, a senior fellow at Brookings Metro.
