  | We Can Do It Better Author: Dave Winnacker, Fire Chief, Moraga-Orinda Fire District Growing interest in wildfire risk reduction in the Wildland Urban Interface has led to the implementation of strategies designed for our forested landscapes in ways that are not optimized to the unique challenges of the WUI. These strategies often involve the construction of fuel breaks without considering access for firefighting resources, undermining the purpose of these projects. Given the size of the problem, it is critical that limited resources be employed to maximum effect as part of a comprehensive risk reduction system and a landscape level approach, featuring distributed treatments (SPLATS) to disrupt fire pathways, offers a better way of achieving our goals. |

The City of Edinburg announced the selection of Omar Garza as its new fire chief. According to the city, Chief Garza has over 30 years of experience as a firefighter. Garza began his career in 1993 as a volunteer in his hometown of Alamo. In 1995 he became a full-time firefighter and two years later he joined the Edinburg Fire Department serving under Fire Chief Johnny Economedes. He was promoted to Assistant Fire Marshal that same year and in 2011 he became fire marshal under the guidance of Fire Chief Shawn Snider. As Fire Marshal, he spearheaded the creation of several impactful fire prevention programs, including the innovative Fire Safety Loteria, the engaging Fire Safety Clown Show, and the Fire Stoppers Festival, which includes the healthy and active 5K Run/Walk for Chief Snider, according to a news release from the city. KVEO-TV NBC/CBS 23 BROWNSVILLE VIDEO: A fire that sent up huge flames and clouds of smoke over a Northwest Side apartment complex Sunday night continued to draw widespread attention Monday morning. Neighbors and others who heard about the massive fire at the Frederick Apartments filed toward Building 5 shortly after daylight to look at the destruction. The back side of the building showed it is uninhabitable. All of the apartments had major damage, most with collapsed roofs and missing walls. "This is very sad," said Rebecca Brooklier, who lives in a different building at the complex. "This is terrible. I can't even believe this is happening right now." Brooklier had watched the commotion from her home before 9 p.m. Sunday, hoping and praying that her neighbors were safe. KSAT-TV ABC 12 SAN ANTONIO The Oak Grove Fire in Hays County has burned approximately 400 acres and is 65% contained, as of Monday afternoon, according to the Texas A&M Forest Service wildfire map. The fire — which started Saturday near the 200 block of Oak Grove Road, about halfway between Wimberley and Kyle — isn't advancing, which means crews are now making sure it doesn't pick back up again, Forest Service spokesperson Walter Flocke said. "We're taking care of the forecast one week at a time," he said. The agency expects wildfires will continue to pop up across Texas over the course of the next two weeks. Firefighters will be prioritizing the area north of the Blanco River, where helicopters will spray water over active fire and crews will eliminate sources of heat that could catch on fire. KUT-FM 90.5 AUSTIN PHOTOS: Crews from ESD 1 were called to the scene on Coyote Trail just after 12:30 a.m. ESD 1 told KXAN the fire was contained to the carport and a large shed with a built-in bedroom, and one person was inside the home next to the carport but police were able to get the person out safely. According to ESD 1, the homeowner lived in Minnesota and said the home should have been vacant. It was not known why the person was inside the home. ESD 1 said no one was hurt in the fire. Three firefighters were taken to the hospital and 30 people were displaced after a fire spread through three triple-decker homes in Dorchester Monday afternoon, officials said. The fire started shortly before 2:30 p.m. Speaking with reporters later, Boston's fire commissioner said the fire appeared to have started in a basement area of a building at 20 Irma Street before rising through the back of the structure, punching through the roof and spreading to two neighboring buildings. All three buildings were a total loss, the commissioner said. SKY7-HD was over the scene shortly before 3 p.m., showing a large plume of smoke over the area. Numerous fire crews were also spotted pouring water on some of the flames. While heavy fire conditions had been knocked down as of 3:05 p.m., the Boston Fire Department said crews were continuing to chase hot spots. WHDH-TV 7 BOSTON VIDEO: The debate over the future of self-driving cars is picking up steam. Safety was the top concern at Monday's California Public Utilities Commission meeting, bringing autonomous vehicle companies Waymo and Cruise face to face with first responders who've raised concerns about the vehicles. San Francisco Fire Chief Jeanine Nicholson said there have been more than 50 cases of the self-driving vehicles interfering with or impeding emergency responders so far this year. "I appreciate the safety that autonomous vehicles can bring to the table in terms of no drunk drivers, no speeding, all of that kind of stuff," said Chief Nicholson. "However, they're still not ready for prime time because of how they've impacted our operations." Waymo and Cruise both cite safety statistics saying their vehicles are safe. KTVU-TV FOX 2 OAKLAND VIDEO: A morning swim during hazardous conditions in Lake Michigan on Sunday turned into a dramatic, large-scale rescue that also put first responders in danger. A Beach Hazard Warning was in effect at the time of the rescue. CBS 2 Investigator Megan Hickey had the story. The Great Lakes Surf Rescue Project said those signs are often missed or ignored. Fortunately, the swimmer in this case survived, but experts said more needs to be done to prevent scenes like Sunday's. If it's not obvious enough from the crashing waves, a red flag at a Chicago beach means conditions do not meet safe swimming standards and no one should be in the water. "The waves are crashing so hard, so I would just suggest people be careful," said Erika Zermeno. But Chicago police said a 61-year-old man was swimming near Oak Street Beach on Sunday morning when he was overcome by the waves. WBBM-TV CBS 2 CHICAGO A $4 million award from the National Heart, Lung, and Blood Institute, a division of the National Institutes of Health, will allow researchers in the University of Arizona Mel and Enid Zuckerman College of Public Health to identify key factors for the successful implementation of workplace sleep coaching to improve sleep health in Arizona firefighters. Almost half of career firefighters report short sleep and poor sleep quality, and about 37% of firefighters screen positive for sleep disorders like sleep apnea, insomnia or shift work disorder, according to research led by the Harvard Work Hours Health and Safety Group. Unfortunately, firefighters face unique barriers, including long working shifts and mandatory overtime, that can prevent them from using evidence-based interventions to improve sleep.
