THEIR OWN PLAN: Ratcheting up pressure on elected officials, almost 180 business executives, civic organizations and political activists have banded together to craft their own plan to combat New Orleans’ unrelenting surge of violent crime, which they say will send the metro area into a vicious cycle of decline if it isn't urgently capped. Hours later, however, a toddler was shot in the leg outside the Costco warehouse store off South Carrollton Avenue.
