Friday was a momentous day in Brussels.

As police in the city’s Molenbeek neighborhood closed in on Europe’s most-wanted man – Salah Abdeslam, a key suspect in the Nov. 13 terrorist attacks that killed scores in Paris – EU negotiators elsewhere in the city were coming to terms with Turkey on a plan to reduce migration from the Middle East.

The unanimous agreement ended two days of talks on the issue, which is of crucial concern to European countries and Turkey alike – but it is not without controversy.
