PARTNERS ON CRIME? Amid a wave of carjackings and violence, New Orleans Police Superintendent Shaun Ferguson blames the rest of the criminal justice system for failing to hold offenders accountable. District Attorney Jason Williams, however, bemoans what he calls a low clearance rate by the Police Department. The tension built as the two officials were scheduled for a grilling by the City Council: Ferguson on Thursday and Williams on Monday. Meanwhile, a woman was shot dead on Interstate 10.

THE PAST IS PRESENT: The Rev. Paul Hart, chaplain of Brother Martin High School in New Orleans, abruptly stepped down this month, saying he is fighting brain cancer. But the picture appears far more complicated: Hart left just days after the school was notified of allegations that he kissed and fondled a Mount Carmel Academy senior in 1990, while he was serving at another local Roman Catholic institution.
