Play it again: New Orleans is gearing up for another round of debate between proponents of live music and supporters of peace and quiet with looming proposals dealing with outdoor entertainment. The writing on the wall: Many areas of downtown New Orleans, including the French Quarter, are suffering under an onslaught of graffiti and tagging of businesses, infrastructure and even homes. It's a thorny problem to deal with on both the enforcement and remediation end, and the city seems particularly ill-prepared at this moment to handle it and other quality of life issues that are cresting just as the city opens back up to tourists.
