TIRE TRAUMA: With few exceptions, every tire that is bought in Louisiana comes with a fee, from $2.25 to $10, to ensure it is recycled. Yet more than 33,000 old tires were piled into unsanctioned dumps in New Orleans East, 100,000 waste tires burning in Cottonport forced a prison evacuation and tens of millions of chopped-up tires were stuffed underground in Scott, caught fire and smoldered for four years. Clearly, fees alone are not the solution.
